Organizational Setting and Reporting Relationship
The position of Director is assigned to the Economic Analysis and Operational Support Division (EREA) in the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila, Philippines.
You will report to the Chief Economist and Director General, ERDI and will oversee Technical International Staff and Technical Local Staff.
Your Role
As Director, you will lead EREA in carrying out all activities in contributing to enhancing the relevance, responsiveness, and quality of ADB operations. In close collaboration with two other divisions in ERDI, you will lead the division in providing the following areas of services: (i) conduct of high-quality research on development issues in Asia and the Pacific, diagnostics of critical development constraints at the regional, country, and sector levels, and analytical work on project economic analysis and impact evaluation methodologies; (ii) work with country and project teams to strengthen the development impact of ADB operations through improved economic analysis that underpins ADB's country partnership strategies and the design of projects and programs; and (iii) conduct staff learning programs to ensure the consistent application of economic principles and methods in operations.
You Will
Leadership and Strategic Management
- Lead, establish, and cascade the division's vision, goals, strategic priorities, and key result areas aligned with institutional and departmental goals and in compliance with ADB policies.
- Lead the preparation of division work, confirm the quality of outputs, and ensure the achievement of long-term goals and annual targets for the division.
- Lead operations support for strengthening economic analysis underpinning country partnership ship strategies, programs, and projects; and delivery of learning programs in economic analysis.
- Lead the development impact team in support of ERDI's mandate.
- Provide leadership in institutional and operational matters, contributing new and innovative approaches to policy and operational issues.
- Represent ERDI in Management decision meetings on ADB policies, strategies and operations proposals, and in interdepartmental task forces on topics relevant to ERDI.
- Represent ERDI and ADB externally for policy discussions and consultations with regional governments, research institutes, and other development agencies.
Division Operations Management
- Manage division operations and provide guidance on research issues and ADB policies.
- As part of the ERDI management team, support the Chief Economist to develop and implement ERDI's medium-term work programs; and provide information and recommendations on new opportunities and arising challenges within the division's mandate.
- Facilitate coordination and cooperation between division staff and other ERDI divisions and ADB departments.
- Lead the planning, budgeting, and implementation of the division's annual work plans that are consistent with ERDI's medium-term work programs.
Staff Supervision
- Create and lead multidisciplinary teams and ensure the quality of its work.
- Undertake the performance management of division staff, providing clear direction and regular monitoring and feedback on performance.
- Provide mentoring to teams and individuals and ensure their ongoing learning and development.
You Will Need
- PhD degree, or equivalent in Economics, Development, or related fields.
- Experience in leadership and managerial roles to undertake the responsibilities mentioned above at the required level, including managing diverse teams of technical international and technical local staff.
- At least 15 years of substantive experience in economic research at country, sector, or project levels.
- Knowledge of economic analysis of development projects or programs and in the preparation of country partnership strategies;
- Record of publications in professional journals on economics and development topics.
- International experience working in development in several countries.
- Experience demonstrating proficiency engaging with staff, management, and external counterparts effectively.
- Written and verbal proficiency skills in English.

Additional Information
This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB’s medium- to long-term plans for the organizational unit, the relevance of the staff’s skills to those plans, and the staff’s managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.
