Job Summary:

The HR Supervisor for Learning and Organization Development (L&OD) is responsible for designing, implementing, and evaluating training and development initiatives to enhance workforce capability, leadership readiness, and organizational effectiveness in a construction setting.


Key Duties and Responsibilities:

  1. Conduct training needs analysis based on project requirements, performance gaps, and competency standards.
  2. Develop and implement technical, safety, leadership, and soft skills training programs.
  3. Coordinate internal and external training providers, certifications, and learning interventions.
  4. Monitor training effectiveness through evaluations, KPIs, and post-training assessments.
  5. Support succession planning, talent development, and leadership pipeline initiatives.
  6. Facilitate organizational development programs, including culture-building and change management initiatives.
  7. Maintain training records, learning calendars, and budget utilization reports.
  8. Collaborate with project managers and department heads to align learning initiatives with business goals.


Job Qualifications:

  1. Bachelor’s degree in Psychology, Education, HR, or related field.
  2. At least 4–6 years of experience in training, L&D, or OD roles.
  3. Exposure to construction, engineering, or industrial environments is an advantage.
  4. Strong facilitation, instructional design, and program management skills.
  5. Knowledge of competency frameworks and adult learning principles.


Location and Work Arrangement:

  1. This role is based onsite in Iloilo City.
  2. Open to Iloilo-based professionals and candidates from outside Iloilo who are willing to relocate.
  3. Relocation readiness and availability for onsite work are required.
