Responsibilities

1. Strategic Planning & Master Development

a. Formulate and drive short-, medium-, and long-term master development plans for the Organization and its expansion projects (e.g., new industrial zones, mixed developments, etc.);

b. Support the Organization’s aspiration to develop a fully integrated high-tech park with world-class infrastructure, including the implementation of value-added initiatives for investors;

c. Oversee land-use planning covering industrial zones, institutions, recreational facilities, housing, and public amenities.

2. Project Development

a. Manage the entire development project lifecycle, including feasibility studies, design, technical approvals, regulatory approvals, construction, progress monitoring, cost control, and handover to authorities (where applicable);

b. Manage both industrial and non-industrial development projects (e.g., residential, commercial, R&D, recreational) in line with the Organization’s growth;

c. Coordinate consultants, architects, contractors, and internal stakeholders to ensure projects are completed on time, within budget, and according to specified standards.

3. Asset & Property Management

a. Manage the Organization’s asset portfolio, including industrial lots, non-industrial lots, commercial buildings, and assets under its subsidiaries;

b. Oversee maintenance, asset enhancement, and lifecycle strategies to optimize the value and attractiveness of the Organization’s developments;

c. Ensure compliance with safety, engineering, environmental, and sustainability standards.

4. Investor Coordination & Stakeholder Collaboration

a. Support the Organization’s function in promoting and facilitating investments by providing development guidelines, land information, and technical support to investors;

b. Liaise with local authorities, state government departments, federal agencies, and utility providers to obtain approvals and coordinate infrastructure development;

c. Engage with industrial investors, property developers, and strategic partners in development initiatives.

5. Financial & Commercial Management

a. Prepare development budgets, capital expenditure (CAPEX) projections, financial analyses, and project progress reports;

b. Monitor property market trends and high-tech city development potential.

6. Governance, Risk & Compliance

a. Ensure all development projects comply with applicable laws, building codes, environmental requirements, and relevant government guidelines from time to time;

b. Conduct project risk assessments and implement mitigation measures to safeguard the Organization’s interests;

c. Strengthen operational SOPs, monitoring mechanisms, and service efficiency to ensure execution aligns with organizational policies and standards.

7. Leadership & Organizational Development

a. Lead the property development, project management, and technical teams;

b. Supervise assigned staff and cultivate a high-performance work culture aligned with the Organization’s role as a developer of a national-level project;

c. Oversee KPIs for all supervised departments and ensure actions and execution comply with company policies;

d. Prepare reports/proposal papers related to staffing scope for information or approval purposes, to be submitted to:

    i. Management of the Organization;

    ii. Board of Directors of subsidiaries; and/or

    iii. Board of Directors of the Organization;

e. Perform other responsibilities as directed by Management from time to time;

f. Address and resolve operational issues using systematic and effective problem-solving approaches.

8. Rapport / Relationship Management

a. Conduct regular engagements to build relationships with agencies and stakeholders such as:

    i. Local Authorities;

    ii. Relevant government/private agencies (e.g., MIDA, DOSH, Immigration);

    iii. Investors / manufacturers / clients; and

    iv. Other parties that contribute positively to the Organization.
